He then became a First Phase Officer of BUD/S before serving with the United States Naval Special Warfare Development Group (NSWDG) from 1991 to 1993. After this, Zinke served as a Plans officer with the U.S. Naval Forces in Europe. He served two terms, which ended in 1999.
In 1999, Zinke joined the Naval Special Warfare Unit Two as an executive officer (XO). In 2004, Zinke was the deputy and acting commander of the Combined Joint Special Operations Task Force-Arabian Peninsula.
For his time spent in the Navy, Zinke received two Bronze Stars, four Meritorious Service Medals, two Defense Meritorious Service Medals, two Joint Service Commendation Medals, and an Army Commendation Medal.
In 2005, Zinke decided to leave the Navy and spent his time pursuing new business ventures. He first formed Continental Divide International, which is a property management and business development consulting company. Zinke put his family members as officers of the company. After less than a decade of operating the business, Ryan stepped down and passed the business to his family. He continues to be part of the business through an advisory role.

One of Zinke’s responsibilities is to fix the power generation problem in Puerto Rico. He found a company to complete the job and get Puerto Rico back to normal, but there are a lot of red flags in the deal.
Zinke awarded a $300.0 million contract to Whitefish Energy Holdings LLC. The first red flag is that the company is from his hometown. This could be a coincidence. However, when looking through the deal, there are a few conflict-of-interest issues. The company is only two years old and has only two employees. Zinke knows the owner personally and had his own son working for there as a summer employee.
There are many questions being asked because the company has not come anywhere near a contract this large before. Both Zinke and Whitefish Energy have come out and said that there was no wrongdoing in the deal that was signed.
